William R. “Rusty” Allen, 64, of Waterloo, passed away on Wednesday, December 31, 2025, at UP-Allen Hospital under hospice care.

Rusty was born on January 8, 1961, in Waterloo, to James L. and Bonnie K. (Macon) Allen. He graduated from Waterloo East High School in 1979. Rusty married Tammy Morelock in 1981; they later divorced.

Rusty adored his daughters. They were the pride of his life, and anyone who knew him knew that his love for them ran deeper than words could express.

A dedicated iron worker, Rusty, took great pride in his work and the grit it required. He was also an accomplished wrestler, carrying that grit and competitive spirit into every part of life. In his mind, he was the toughest there is and the smartest too, especially when numbers were involved. Fishing was his passion and he loved going up to the Mississippi River with friends. His fish tales mixed with his tall tales made Rooster a natural storyteller where he was known for spinning his stories that grew better with every telling and in some instances would even become a song.

He will be remembered for his strength, his sharp mind, his laughter, and the love he gave so freely to those closest to him.

He is preceded in death by his infant son, James “Jimmy” Merle Allen, parents, and brother, Mike Allen.

Rusty is survived by his daughters, Melanie (Dan) Payne, Mindy (Ryan) Wilson, and Michelle Allen, all of Waterloo; grandchildren, Vella (Owen Elledge) Allen, Kallie and Colton Wilson; great-grandchild, Leo Elledge; sister, Jami (Laverne) Allen; nephew, Bruce Barker; and many more nieces, nephews, and cousins.

Graveside Service: 1:00 p.m. on Thursday, January 8, 2026, at Cedar Valley Memorial Gardens Cemetery, 5628 Waverly Rd, Cedar Falls.

Celebration of Life: 2:00 p.m. until 5:00 p.m. on Thursday, January 8, 2026, at Locke at Tower Park, 4140 Kimball Ave, Waterloo.
