Roxie Ann Jacobsen 75, of Oelwein, formerly of Evansdale, died Monday, September 11, 2023, at NorthCrest Specialty Care. She was born on November 17, 1947, in Oelwein, Iowa, the daughter of Jay T. Turner & Shirley Ann (Stolfus) Turner. She was raised by her grandparents, who were her legal guardians, Herman & Anna Marie (Rohrick) Stolfus, along with Kyle Strong and his granddaughter Dawn (Strong) Jacobsen. Roxie attended school in Oelwein at Southside, Parkside Harlan Jr. & Sr. High Schools. She received her GED at Hawkeye Tech in Waterloo.

She worked in Oelwein at A & W Root Beer Stand, Hotel Mealy, and Luigis Restaurant. She moved to Waterloo and was a go-go girl at the Peppermint Lounge with her parents' band. She was a photographer for Foster Studios out of Springfield, IL, and later went to Pitzi's School of Beauty. She was a bartender at Dunkerton Tavern, where she met and married Harold J. Wilcox in 1969 and raised daughter Feleana and son Schawn while working at Waterloo Industries and driving bus for Waterloo Schools. Along with her husband, they ran their own business, Wilcox Auto Service. They were later divorced.

Roxie married Donald LaVern Jacobsen in 1991 and lived in Marseilles, IL, until she returned to Oelwein in 2003 and worked at Pop A Stop Recycling in Independence, IA. They later divorced.

She was baptized and confirmed at Zion Lutheran Church of Oelwein.

She was preceded in death by her parents and guardians, and three sisters, Heidi Turner at birth, Lana Bellmer in 2015, and Dawn Strong Jacobsen.

Left to cherish her memory are her brothers and sisters, Jerry Turner of Independence, Frances (Darrell) Newsom of Waterloo, James (Sherry) Turner of Elk Run Heights, and Edward Turner of Waterloo. She has two children, Feleana Yvonne (Nick) Rooff and Schawn (Jessica) Wilcox, all of Waterloo; three grandsons, Riley J. Wilcox of Joplin, MO, Trevor Wilcox of Waterloo and step-grandson Cole Troester of Waterloo and a granddaughter, Devyn Cassidy Wilcox of Phoenix, AZ and several nieces and nephews and great nieces and nephews.

Roxie enjoyed arts and crafts, fixing hair, having rummage sales, and being with family. Taking pictures was her favorite thing to do, also "cha-ching" (casino).

Services will be held 10:30 a.m. Friday, September 15, 2023, at Locke at Tower Park, 4140 Kimball Ave. Waterloo, Iowa 50701, with burial in the Garden of Memories Cemetery. Visitation will be held one hour before the service.

Memorials may be directed to the family.
